تعمل منظمة الدرع الدولية لحماية حقوق وحريات المواطن بجدية من خلال أنشطتها المختلفة على مكافحة كافة مظاهر التمييز العنصري، وترسيخ ثقافة التسامح والتعايش السلمي. ترى المنظمة أن العنصرية لا تقتصر فقط على اللون أو الأصل العرقي، بل تشمل أيضًا أشكال التمييز المرتبطة بالدين، أو اللغة، أو الوضع الاجتماعي، أو التوجهات الفكرية. وتؤكد في كل محافلها أن احترام الآخر هو الخطوة الأولى نحو بناء مجتمع عادل ومتوازن.

وتشدد المنظمة على أن: كل تحريض على التمييز العنصري، والقومي، والديني، وكل عمل من أعمال العنف أو التحريض ضد أي عرق أو جماعة على أساس اللون أو الأصل الإثني، وأي تمويل أو دعم للأنشطة العنصرية، يُعد جريمة يُعاقب عليها القانون.

وبالتالي، فإن التحريض على الكراهية لا يمكن اعتباره تعبيرًا عن الرأي، بل يُعد انتهاكًا لحرية التعبير ومخالفةً قانونية تستوجب الردع.

إن بناء عالم خالٍ من العنصرية يتطلب تعاونًا دوليًا جادًا، ومشاركة فعّالة من كل مكونات المجتمع المدني. وتؤمن منظمة الدرع الدولية بأن التغيير يبدأ من الأفراد، وأن احترام كرامة الإنسان هو حجر الأساس لكل مجتمع متحضر وسليم.

Racism and racial discrimination remain persistent global challenges that violate human rights and undermine social peace among nations. With the growing cultural and ethnic diversity across the world, the need to build societies founded on equality, mutual respect, and the rejection of all forms of exclusion and discrimination has become more urgent than ever.

The International Congress SHIELD for the Protection of Human Rights and Freedoms is actively committed, through its various initiatives, to fighting all forms of racial discrimination and promoting a culture of tolerance and peaceful coexistence. The organization believes that racism is not limited to skin color or ethnic origin, but also includes discrimination based on religion, language, social status, and ideological beliefs. SHIELD consistently asserts that respecting others is the first step toward building a fair and balanced society.

Through active participation in international conferences, publication of human rights reports, and the organization of awareness campaigns, SHIELD works to expose racist violations, demand accountability for offenders, and advocate for the enactment of strict laws that criminalize hate speech, racism, and incitement. It also urges governments to reinforce educational systems that promote respect for diversity, and calls on media outlets to abandon stereotypes and rhetoric that fuel division.

The organization affirms:

“Any incitement to racial, national, or religious discrimination, and any act of violence or incitement against any race or group based on color or ethnic origin—as well as any support or funding for racist activities—constitutes a crime punishable by law.”

Thus, hate speech cannot be considered a form of free expression; it is a violation of freedom of speech and a legal offense requiring deterrence.

Building a world free from racism demands sincere international cooperation and active engagement from all components of civil society.
